[M]Obey the ruler in matters that do not contradict Allah's commands. (Qur'an 4:59)
[M]Choose a leader through consultation (shura). (Qur'an 42:38)
[1]Advise the ruler privately and with wisdom. (Muslim 1844)
[1]Be just — a just ruler will be among the seven under Allah's shade. (Bukhari 660)
[1]Fulfill the trust of leadership — it is a responsibility, not a privilege. (Bukhari 7149)
[2]Appoint capable and trustworthy governors and judges.
[M]Implement justice and stand against oppression. (Qur'an 4:135)

[H]Obey a ruler who commands disobedience to Allah. (Bukhari 7143)
[H]Rebel against the Muslim ruler without clear disbelief (kufr bawwah) from him. (Muslim 1855)
[h]Seek leadership — it is a trust that will be a regret on Judgment Day. (Bukhari 7148)
[H]Take or give bribes for positions or judgments. (Tirmidhi 1336)
[h]Appoint unqualified people due to nepotism. (Bukhari 7153)
[H]Rule by other than what Allah has revealed. (Qur'an 5:44)
